Rebates

Duke or FPL? Your Oviedo rebate depends on which side of the bridge you are on

Oviedo is split between two electric utilities. The City's own FAQ tells residents west of the C.R. 419 Econlockhatchee River bridge to contact Duke Energy, and residents east of it to contact Florida Power & Light. Rebates follow the meter, not the mailing address, so the first question on any replacement quote is which company bills you.

One city, two programmes

Which utility is your address on?

The City of Oviedo does not run an electric department. It hands residents off to one of two companies, and the dividing line it names is a bridge.

Duke Energy Florida West of the bridge

The City's FAQ tells residents west of the C.R. 419 Econlockhatchee River bridge to contact Duke Energy at 407-629-1010.

Rebate programme
Home Energy Improvement — HVAC Replacement. Rebate size is set by the efficiency of the new system and by what heat type you are replacing.
The prerequisite everyone misses
A free Home Energy Check completed within the previous 24 months is required before any Home Energy Improvement rebate. Replace the system first and apply afterwards and it is denied. Book the check before you sign anything.
Also required
Whole home heated and cooled electrically; you are replacing electric resistance/strip heat or a less efficient system; condensing unit and air handler changed at the same time; installed by a licensed, insured contractor and approved by a city or county inspector.

Florida Power & Light East of the bridge

The same FAQ tells residents east of that bridge to contact Florida Power & Light at 800-226-3545.

Rebate programme
Separate from Duke's, with its own rules. A Duke Home Energy Check does nothing for an FPL account, and vice versa.
What this means for your quote
Ask which utility your address is on before anyone talks to you about a rebate figure. A contractor quoting one utility's rebate across the whole of Oviedo is wrong for part of their own service area.

If Duke bills you

Book the Home Energy Check before you sign anything

This is the part almost nobody explains, and it is the part that costs people the rebate. A free Home Energy Check completed within the previous 24 months is a condition of any Duke Home Energy Improvement rebate. Replace the system first and apply afterwards, and the claim is denied. There is no appeal to make and no paperwork that fixes it after the fact — the check has to have happened before the work.

So the order of operations is not the obvious one:

  • 1. Book the free Home Energy Check with Duke, or confirm you have had one inside the past 24 months.
  • 2. Get the quote, and check the efficiency against the tier you are aiming at. The rebate is set by the efficiency of the new system and by what heat type you are replacing, so a system one step below the threshold earns nothing extra.
  • 3. Replace the condensing unit and the air handler at the same time. A half changeout does not qualify. The whole home also has to be heated and cooled electrically, and you have to be replacing electric resistance strip heat or a less efficient system.
  • 4. Pull the permit and pass the final inspection. Duke requires the work to be installed by a licensed, insured air conditioning contractor and approved by a city or county inspector. The Oviedo or Seminole County permit is not optional paperwork here — it is a rebate prerequisite.
  • 5. Then apply. Rebate questions 800.254.8535; application support 877.364.9003, Mon–Fri 8–5; eeneedrequest@duke-energy.com.

The amounts

What Duke Energy publishes, and the caveat that goes with it

Read the tiers together with the note underneath them. We are not going to state a Florida dollar figure that we could only find on a page covering several states at once.

Rebate amounts Duke Energy publishes for HVAC replacement — Up to $1,000 in rebates, and the programme page states “Effective May 7, 2025”

Source: Duke Energy Home Energy Improvement — HVAC Replacement, and the dukeenergyrebates.com Florida application portal, both captured 4 September 2026. Read the wording carefully: Duke Energy publishes these amounts on a page that covers more than one state. The Florida portal confirms the programme and the Home Energy Check prerequisite apply to Duke Energy Florida, but no Florida-scoped statement of these specific dollar figures was found. Rebate amounts change; this capture is dated 4 September 2026 and should be re-checked before you rely on it.

Who the big tiers are for

The strip-heat tiers are aimed at a quarter of Oviedo

The two largest published amounts are both for replacing electric resistance strip heat with a heat pump. That is a specific vintage of house, and the county appraiser can tell you whether yours is one of them.

  • Before 19701.7%Almost nothing. Oviedo is not an old-stock city.
  • 1970–198925.0%The strip-heat era. Alafaya Woods is most of it.
  • 1990–199938.1%The biggest single band, and the median sits inside it.
  • 2000 and later35.2%Live Oak Reserve, The Sanctuary, Isles of Oviedo.

Share of Oviedo's 12,263 residential parcels by construction era. Source: Seminole County Property Appraiser CAMA extract, Parcels.csv dated 5 September 2026. The 1990–1999 share is the remainder of the four exhaustive bands.

In practice the 1970–1989 band is Alafaya Woods and the older Twin Rivers sections. Alafaya Woods Phase 2 sits 100% inside it at a 1986 median, Phase 1 Unit A 98.8% at 1986, Ph 01 Unit B 100% at 1985, and Twin Rivers Sec 3A 32.2% at a 1990 median. If that is your street and the house still heats on strip heat, the heat-pump conversion is both the comfort change and the rebate case — provided you are on Duke, and provided the Home Energy Check came first.

If FPL bills you

East of the bridge, we are not going to guess

Everything above is the Duke programme. It does not transfer. A Duke Home Energy Check does nothing for an FPL account, the eligibility rules are not the same, and the amounts are not the same either.

What the City FAQ gives us is the contact: residents east of the C.R. 419 Econlockhatchee River bridge are told to contact Florida Power & Light on 800-226-3545. We have not researched FPL’s current residential HVAC and heat-pump rebate offerings, and we are not going to invent a figure or apply Duke’s amounts across the whole city — that would be wrong for roughly half of our own service area. Call FPL directly, or ask us and we will confirm the current programme with them before it goes in a quote.

Sequencing

What actually loses people the money

None of it is exotic. In order of how often it happens:

  • The system goes in first and the rebate is applied for afterwards, with no Home Energy Check on file.
  • Only the outdoor unit is replaced, so the changeout does not meet the condensing-unit-and-air-handler condition.
  • The equipment lands one efficiency step below the tier it was quoted against.
  • The permit is filed with the wrong building department, so the final inspection that the rebate requires is delayed or never happens.
  • The homeowner is quoted a Duke rebate for an address that bills to FPL.

Rebates are not a reason to replace

A working system that is correctly sized and holding charge is worth more than any rebate. The money matters when you are replacing anyway — then it is worth several hundred dollars to get the order of operations right.

Date every figure

Rebate programmes change. Everything on this page was captured on 4 September 2026 and the amounts should be re-checked with the utility before you count on them.

The efficiency numbers are not the code minimum

Florida's Southeast-region minimum for a split system is 14.3 SEER2. Duke's published tiers start at 15.2 SEER2 and run to 16 SEER2, so a code-minimum system earns nothing. That gap is the whole decision.
