AC replacement in Alafaya Woods, Oviedo
Alafaya Woods is 2,230 homes built from 1985 to 1996, the largest block of 30-to-40-year-old housing in Oviedo, and the appraiser puts its three biggest phases at a 1985-86 median with 98.8 to 100% of parcels in the strip-heat era. The original systems are long gone; what fails now is the first or second replacement, on original ducts.

Four things true of an Alafaya Woods changeout
Four things are true of almost every Alafaya Woods changeout, and none of them are true of a Live Oak Reserve one.
- It is not the first. A 1986 house is forty years old. If the first system went at around fifteen years and the second at around thirty, the one failing now is the second replacement. Which also means the equipment is younger than the house and the ducts are not.
- The ducts are the constraint. Duct runs and return sizing designed for 1986 equipment, often a single central return. Put a modern variable-speed air handler on that and the ductwork throws the efficiency away. If the ducts are replaced, the City wants a duct layout showing every supply and return plus form R402-2023 with the permit. What that costs.
- Strip heat is the default. Straight-cool plus electric resistance heat was standard for the era. That is the case Duke Energy’s largest published rebate is written for — up to $1,000 as published for a strip-heat-to-heat-pump changeout — and Alafaya Woods, off Alafaya Trail south of E. Mitchell Hammock Road, sits west of the Econlockhatchee, which by the City’s own description is Duke territory. Confirm from the name on your bill; the City publishes no map. The conversion, plainly.
- The sizes are small. Medians of 1,268 to 1,713 sq ft under air. The one-ton-per-500-sq-ft rule oversizes these houses badly, and oversizing in a hot-humid climate is the clammy-house defect. The City requires the Manual J-2016 that fixes it. Why smaller is usually right here.
Permit desk, fee and HOA for this subdivision
Alafaya Woods is inside the Oviedo city limits, so the permit goes to City of Oviedo Building Services at 320 Alexandria Boulevard, not to Seminole County. The fee is the City’s: $50 for the first $2,000 of value plus $6 per additional $1,000 — $80 on a $7,000 system. The HOA is mandatory, but Fla. Stat. 720.3035(1)(b)2 bars architectural review of a like-for-like system that is not visible from the frontage; Alafaya Woods’ own written guidelines were not located.
The 2026 permit exemption does not cover an AC changeout
A residential air conditioning changeout always requires a building permit in Florida. There is no dollar-amount exemption. The new $7,500 permit exemption for single-family work, created by HB 803 (2026) and effective 1 July 2026, expressly does not apply to “any electrical, plumbing, structural, mechanical, or gas work” — s. 553.79(1)(g)2.b., Fla. Stat. — and a changeout is both mechanical and electrical work.
If a quote is cheap because nobody is pulling a permit, that is not a saving the law allows. Bill: CS/CS/HB 803 (2026), ch. 2026-63.
Researched ranges for this housing stock
| Job | Researched range | Notes |
|---|---|---|
| Installed changeout, home of about 2,000 sq ft | $5,000–$8,000 | Florida cost guide; most Alafaya Woods houses are smaller than this. |
| Ductwork modifications on the changeout | $500–$1,500 | Same guide. Expect this line on a 1986 house. |
| Capacitor, the most common repair call | $200–$400 | Angi 2026, about $250 fitted. |
| City of Oviedo permit, $7,000 job | $80 | Computed from the City’s schedule. |
Read this before you use any number on this page. Every figure here is a researched third-party market range with its source and capture date named beside it. None of them are a contractor’s price and none of them are a quote. They are here so you can sanity-check a quote you have already been given.
