What it costs

AC replacement cost in Oviedo, FL

Researched market guides put an installed residential AC changeout in Central Florida at roughly $5,000 to $8,000 for a home of about 2,000 square feet, and $6,500 to $9,500 for a high-efficiency SEER2 16+ system. The median Oviedo home is 2,006 square feet under air, so that first band is where most of this city sits. On top of it, the City of Oviedo permit costs $50 plus $6 for each $1,000 of value.

Read this before you use any number on this page. Every figure here is a researched third-party market range with its source and capture date named beside it. None of them are a contractor’s price and none of them are a quote. They are here so you can sanity-check a quote you have already been given.

The Oviedo permit fee is a real line item, and it is small

This is the number most cost guides get wrong for this city. The City of Oviedo’s published mechanical permit fee is $50.00 for the first $2,000 of valuation plus $6.00 for each additional $1,000. Worked out at real job values:

The City of Oviedo mechanical permit fee, worked out at real job values
Declared valuationCity of Oviedo mechanical permit fee
$4,000 job value$62
$6,000 job value$74
$8,000 job value$86
$10,000 job value$98
$13,000 job value$116

Computed from the City’s published schedule: $50.00 for $0 to $2,000 of valuation plus $6.00 for each additional $1,000. Source: City of Oviedo Building Services — mechanical fee schedule and inspection scheduling. This is the fee the City charges, not a line item we mark up.

A Florida cost guide published under an Oviedo domain lists “$100–$300 permitting fees”. Inside the city limits that is above the City’s own schedule at every job value in the table. If a quote carries a permit line materially above these figures, ask what the difference covers — it may be legitimate processing time, but you are entitled to see it separated.

The 2026 permit exemption does not cover an AC changeout

A residential air conditioning changeout always requires a building permit in Florida. There is no dollar-amount exemption. The new $7,500 permit exemption for single-family work, created by HB 803 (2026) and effective 1 July 2026, expressly does not apply to “any electrical, plumbing, structural, mechanical, or gas work” — s. 553.79(1)(g)2.b., Fla. Stat. — and a changeout is both mechanical and electrical work.

If a quote is cheap because nobody is pulling a permit, that is not a saving the law allows. Bill: CS/CS/HB 803 (2026), ch. 2026-63.

What actually moves the number in Oviedo

Four things, and three of them are specific to this city’s housing stock rather than to your taste in equipment.

1. The ductwork you already own

25.0% of Oviedo’s 12,263 residential parcels were built between 1970 and 1989 — in practice Alafaya Woods, whose two largest phases carry 1985 and 1986 medians, and the older Twin Rivers sections. Duct modification runs $500–$1,500 on top of the equipment in the Florida guide. On a 1986 house that is a likely cost, not an upsell. On a 2016 Hamptons or Oviedo Gardens house it usually is not.

2. Which side of the Econ you are on

Duke Energy publishes rebates up to $1,000 for strip-heat-to-heat-pump conversions, and the 1970–89 band is exactly the strip-heat era. But that only helps you if your address is west of the C.R. 419 Econlockhatchee River bridge. East of it you are an FPL customer and the Duke programme is irrelevant to you. Which utility serves your address.

3. Efficiency, and the floor underneath it

14.3 SEER2 is the Southeast minimum for a split system under 45,000 Btu/h, enforced at installation. Duke’s published rebate tiers start at 15.2 SEER2 and run to 16 SEER2 — so on the Duke side of the city the efficiency upgrade partly pays for itself, and on the FPL side the maths are different. SEER2 explained.

4. What refrigerant the new system uses

New equipment has moved to A2L refrigerants under EPA’s Technology Transitions rule. That is not a price you can opt out of, and it changes the repair-versus-replace maths on an existing R-410A system. What the refrigerant change means for your system.

What should be itemised on an Oviedo replacement quote

  • The ACCA Manual J-2016 load calculation. The City requires a copy of the equipment sizing calculations with the permit application, so it exists or the application was incomplete. Ask to see it.
  • Manufacturer and model numbers of the condenser and air handler. Also a City requirement on the application.
  • The permit fee, at the City’s schedule or Seminole County’s, depending on which side of the city line you are.
  • Duct work, separately, with the R402-2023 energy calculations if the ducts are being replaced.
  • Electrical at the disconnect. A licensed Florida air conditioning contractor may lawfully do this without a separate electrical contractor — s. 489.105(3), Fla. Stat..
  • Rebate handling, and on the Duke side, whether the Home Energy Check has already been done. It has to precede the work.

Your warranty starts at installation, not at registration

In Florida the full length of a manufacturer’s HVAC warranty is effective on the date of installation, provided the installer is licensed under chapter 489 — and the warranty may not be conditioned on your returning a registration card or filling in an online form. If you were told you lost coverage because a card never went back, that is not how the statute reads.

AC replacement cost questions

How much does it cost to replace an AC in Oviedo?

Third-party cost guides put an installed residential changeout in Central Florida at roughly $5,000–$8,000 for a home of about 2,000 square feet, rising to $6,500–$9,500 for a high-efficiency SEER2 16+ system. A service directory quotes a wider Oviedo range of $6,000–$13,200 depending on size, efficiency and how difficult the install is.

The median Oviedo home is 2,006 square feet under air, so that first band is the one most of this city lands in. Sources: AC replacement cost guide for Florida, published by an Oviedo contractor and Filterbuy service directory — HVAC system replacement, Oviedo FL, captured September 2026. These are researched market ranges, not a contractor's prices.

What is the permit fee for an AC changeout in Oviedo?

The City of Oviedo’s published mechanical permit fee is $50.00 for $0 to $2,000 of valuation, plus $6.00 for each additional $1,000. On an $8,000 job that is $86. On a $13,000 job it is $116.

That matters because a Florida cost guide running under an Oviedo domain quotes “$100–$300 permitting fees” as a line item. For work inside the Oviedo city limits, that is not the City’s schedule. Source: City of Oviedo Building Services — mechanical fee schedule and inspection scheduling.

Does a new system have to be a particular efficiency in Oviedo?

Yes. Florida is in the Southeast region for the federal central air conditioner standards, so a split-system central air conditioner installed here must be at least 14.3 SEER2 below 45,000 Btu/h and 13.8 SEER2 at 45,000 Btu/h and above. The national floor is 13.4 SEER2, so the Southeast number is the stricter one and it is the one that governs.

Because it is a regional standard, it is enforced at the installation date. A cheaper non-compliant unit sitting in a warehouse cannot lawfully be installed in Oviedo. Source: 10 CFR 430.32(c) — energy conservation standards for central air conditioners and central air conditioning heat pumps. More on what SEER2 actually changes.

Why is a duct allowance on my replacement quote?

Because of when your house was built. 25.0% of Oviedo’s 12,263 residential parcels went up between 1970 and 1989, and those duct systems were sized for the equipment of their day. A modern variable-speed air handler on an undersized 1986 return is throttled by the ductwork you already own.

It also changes the permit. If the ducts are being replaced, the City requires a duct layout showing all supply and return ducts plus energy calculations on form R402-2023. That is a real deliverable and it belongs in the quote rather than turning up later. See duct replacement cost.
